I made stim d's with a pair of gloves with +16 med assembly and a pair of boots with +8 med assembly, the stims turned out 1173 power14 uses. I crafted the same stats with the same resources and components and I was only wearing my +9 med exp vest which I know still helps so my quaetion is are my med assembly ca's amd use of pyollian cakse all for nuttin?

All it does is increase chance of amazing success. This in turn can dramatically reduce the time it takes to get a component experimented the way you want it. Getting an amazing or 2 can be the difference in getting an extra charge.
