I am m.chef, with bio engineer x41x and lvl 14. Why does it tell me I can't sample some creatures like pikets, some I can and some I can't.

it's probably a bug, similar to a CH's 'can't tame that' problem. it could be zone related, it could be bad client/server sync, it could be something els.
or... your inventory is full. or you're trying to sample something of too high a level. or something else entirely.
if you're getting a message 'you cannot sample DNA from that target', it's probably a bug. if you're consistently failing, then it's probably a full inventory or a high CL target.
it sounds like you're getting a bug, rather than just failing to sample, but your description of the problem is lacking some details. if you're seeing a message, and it's due to a bug, you can try travelling or relogging.
