There are no maximum CL's only minimum CLs - (all the info is in the FAQ which is still there just temporarily named Work in Progress till I finish it up)

Skins do not do much to a creature. The minimum CL's only affect the CL if it would have been lower than the minimum on creation. There is no maximum CL so you could put your mutant rancor DNA into a rancor or a kima and that stats would be virtually identical.
There used to be a CL listing for the base for each skin stickeyed on top, but it seems to have disappeared. I reall have no idea how close bols and vir vurs are in base CL, but you all get the point. Another question is can you make mounts which are usually CH only useable by nonCH by making them level 10. For example can you make a level 10 dewback and train it as a mount for a non CH or is that little rule about what pets can be used by CH/nonCH "hardwired" into the game?
You can make any of the mount skins into non-ch versions. There isn't CH only mounts where BE's are concerned.

Is it possible to place 2 cloning facs, 1 Imperial and 1 Rebel inside the same city?
Is it possible to place 2 faction bases, 1 Imperial, 1 Rebel within the same city?
I was kind of tossing around the idea of anrectangular shaped city with factional bases and factional cloners at opposite ends, flanked by the rest of the municipal buildings.
I'm pretty sure this isn't a 'new' idea. I'm not a politician, nor have I been involved in any player city work. Sorry if these questions have been asked before.

I'm not sure about the cloning faclities, but, you can place rebel and imperial faction bases in the same city. Rinato, Corellia, Kettemoor has done this.
