I was wundering is anyone new where and what the quest is for the shell surveying ddevice schematics??

The guy under the bridge in anchorhead gives it to you. You will have to kill a 6k HAM bounty hunter.
You get a deed for the schematic, and in order to make the tool you hae to have engineering 3.
I had my character who is a commando do the mission and give the deed to my other character who is a master armorsmith.
