My understanding is that it adds a bonus to your Taming Wild and Taming Viscious creatures.
Ok, if that's the case, then how does that help you out because you're still limited on the CL that you can control.
Someone explain it to me....

It helps CHs when they try to actually tame a creature. The higher level a creature is the harder it is for a CH to tame a creature, which means they can fail the taming process, and if repeated can actually aggro the creature (which usually brings mommy and daddy after you too). Having a bonus to their taming skills means they will fail less often when trying to tame creatures, but it does not change their control level in any way.

also, non wookiee master CH's cannot tame above.....level 60 i think aggressive creatures. like kimos. for a non wookiee to tame a CL 70 aggressive pet they would need taming bonus clothes.

Ok, that might be a bit confusing to a non CH, so here's another try.
You can, as a non wookie Master CH, theoreticly use a CL 70 pet; that's your maximum CL. HOWEVER, ferocity of pets makes a difference as well. If you are a wookie, you get a racial bonus of +10 to taming/taming vicious creatures, so you can handle a higher ferocity level than a non-wookie.
Non-wookies have been shown to "cap" about CL 63 for CL, not because they cannot control a CL 70 like a wookie, but because they cannot control the ferocity level of creatures above CL 63. The Active tranquilizer adds a bonus to your ability to handle ferocity, so any tissue of +8 will get you enough ferocity control to handle up to a CL 70, which reaches your max control levels.
The other factor a +taming item affects is your success rate and ease of taming. A creature that is very aggressive, or at the top of your control level, is quite difficult to tame, requiring multiple tries and often gets you killed without a success. A +13 taming, +13 Taming vicious shirt, worn under your armor, makes it MUCH easier to tame the high level creatures, and much more likely that you will succeed on fewer tries.
Finally, a very high level rare creature like a bull rancor is likely to have the high ferocity the same as a high level BE pet, and you will not be able to tame it without the enhancement unless you are a wookie, using your innate bonus to make the difference.
I hope that makes it a little clearer.

The effective cap for non-wookie due to ferocity is 63, even in a non-aggro skin apparently. With the tissue enhanced skills, any race master CH can use a CL 70 creature.
Most of the new extreme wild pets (bull rancors for example) cannot be tamed or controlled without enhanced gear as well.
Any tissue over a +8 effectiveness is good to allow the maximum level of pet, but higher means easier tames of the more agressive creatures, as well as a higher success rate/fewer aggros, in my experience as a master CH with a +13 item on Naritus.

Ok ok, so you're prolly thinking I'm a huge tard for asking...but I'm not a creature handler so I need to have it spelled out completely.
What exactly does the highlighted statement mean? Is this only in regards to the maximum ferocity level or are you saying the actual maximum level of pet?
And thank you all for your explanations!
