Ok here's the deal: I've heard numerous rumours about how to get milk. I've heard it's a rare drop item from Plasma Thieves and what not, I've heard it can be found once in a while looting some garbage piles near "The Warren", I've heard it's in an occasianal lair, I've heard scouts can /forage it near certain mammals, and I myself found it once during beta when I looted (not harvested) a dead female animal.

Can someone PLEASE tell me the best way??

honestly, they all seem to be about the same as far as the total amount of milk you get and how frequently you get it.

if you are trying to mass produce a milk tissuebest thing to do is just wait for them to implement a realistic way to gather it. i know thats not the answer you were looking for, sorry.
