Yes the title is correct. I managed to make that puppy for a client of mine.
Was a mix of 2nd and 3rd gen mixing.

I dont have all the stats off hand but from what I can remember ...

and this a rough idea... : )

9.3-9.5k health
7k action and 7k mind (more or less)
no armour (oviously )
48% Kinetic
41% Blast
Vul to all others I think
Att spd and to hit is poor.... 2.3 and .29 I think
but he wanted lowest level with higest dmg...
460-470 dmg

CL 21 .... WOOT!!!! : )

I also made a level 15 Ronto with no armour 60% kinetic 9k health,,,,160-170 dmg .. 2 specials and ranged...

Also gen mixing......
