This is just my experience but lowest level possible will use all X generation cloned dna. You just have to live with the miserable .2 to hit. The 0 cleverness is one of the thing that lowers the level of resampled dna.
The problem with only putting fresh dna in the mind slot is that mind and cleverness are not just based off that slot even though it makes the biggest difference. So yeah cleverness will be higher but it will still be much lower then if you used no resampled dna.
One thing you can try to lower levels is to use several experiment points at once instead of one at a time.

To elaborate a little on what Skrymir said, what are you tring to accomplish. Beyond best critter for the CL that is. If you want a dammage dealer then cleverness is important and I wouldn't use any generation DNA at all. You can make a very nice dammage dealer with purely wild DNA if your careful. Especially using the wonderful guide sumorex has been working on. If your looking for a tank that can hold aggro then you have a tougher call to make. You may need ToHit better than 0.2 but how much better? A little wild DNA is probably called for. I'd use that as an oppurtunity to up the armor stats you want (Slot 1,2 or 5), add in a special you want to try for (3, 4 or 5) or try to go for straight cleverness with little effect on armor (3 or 4). If you don't care if it can hold aggro then yes, go for all 3rd or 4th generation DNA.

Hello I am a relatively new BE and am still trying to learn some things about the profession. At the moment I am trying to lower combat lvl's from making clone generations.
After making some clones and sampling them, I noticed that a sample from a clone ALWAYS has a cleverness of 0.
My question is this... When putting in the sampled clone dna into the template do you put a fresh uncloned dna sample into mental to make up for the cleverness, or a fresh sample anywhere else for that matter, or do you just use all clone sampled dna.
