Is it? I was thinking 'yes' because the other stats can... Can a pet have 100% to kinetic?

there is a 60% cap on experimented stats i know for sure. but last i checked theres a few creatures out there with 100% kinetic resist and if you just cloned their DNA, no experimentation, just used their DNA in all 5 slots.........
then maybe
heh.
but seriously, anyone try cloning the (plainswalkers?)

The only Plainswalker that is able to be sampled are the young ones. You will still hit the 60% cap and get no higher. Doesn't matter what you do.... Kinetic and Energy on BE pets do not go higher than 60%. Other resists can, just not these 2.
You will notice this with creatures that have them as "special protection" for sure. It just doesn't go higher than 60%. I then thought of getting ones with very high "effective Resists" and it will get to 60%, but any higher and you trigger the armor. When you trigger armor, the effective resists reset to 0%!!!!

What the last guy said. Example: Head for Endor, grab 5 Merek Harvester (75% kinetic) or 5 Barkmite Burrower (65% Kinetic) samples and try to make a straight clone of the creature. Kinetic resists will be 60%. I believe the same is also true of Energy resists. As far as the other resists, highest I've managed to get them is around 97%, not sure if 100% is possible. Hope that helped.

No.
There is a hard cap of 60% on Kinetic Resist for BE made pets (even if the DNA is all over 60).
