Having trouble getting some answers on my questions so I will ask here and see what I get. Alot of the MBE's I see and talk to are in it either to get their Jet-Eye
or to sell ingredinets to their local chef.... I however want pets. Im a non-ch so of course I am looking for level 10 pets and mounts. Im not to concerned with the qualtiy of the mounts however it is my hunting companions I am most worried about.... of course they are mostly for show and companionship... I still want the best I can get.

I still want the best I can get. I here conflicting reports on the usage of agro-pets amongst CH's and BE's. Is it possible for a Non-CH to utilize a agro pet if the level is only ten (weather by default or using taming attachments made from Milk)? If so I would be most happy... Ideally I would love to have a top of the line angler with intimidate strike for Huntress... and a top of the line gurreck(normally cl 50 in the wild)cat for Mystal with strong posion attack. I know anglers are agro but are gurrecks? If it ends up that I cannot use agro whatsoever and that gurrecks are a non-agro breed then I would prefer a gurreck for Huntress with intimidate strike and a Razor cat for Mystal with strong posion attack.
I jsut love the animals in this game and try to use all my pets, animals and droids, to add to my game play as much as possible. Hell you can even still see me using my prob droid to help shoot things jsut to add to the visual dyanmic of the fight 
If anyone can help me I would be o so grateful... and please do not make before hand I have color shcems that I am after as well...

Anglers are agro so you wont be able to use one. Tissues will not matter in this case. One a brighter note, Hermit Spiders are non-agro so you could have one of those instead. As for the Gurreck, those are non-agro so you're fine there.
Since you didn't say what server you'er on I'm posting a link to a thread listing a number of BE's by server. Perhaps you will find one you can either PM or gmail that can help you.

Are there certain circumstances in which a non-CH could use a CL<=10 aggro pet? E.g., Wookies, SEAs, etc?

No. Non-ch can never use agressive pets
