You guys are making too much out of it. He didn't hint at anything having to do with whether or not the guy is a Jedi. He's just pissed that they're showing a pic of the enclave while we are effectively banned from it even if we were high ranking knights just 2 weeks ago.

And you can only get in by "exploiting" now..
And he doesn't have a saber up..
And people have been bragging about getting in the enclave when they're not even a padawan..
