Mystery is a wonderful thing, and has driven me many times to RTFM (or, Read the Fine Forums we have, given that the in game documentation is sometimes more of a mystery) in order to find out what I have been doing wrong. However, mystery can go too far into the face of "Awww, C'mon, throw a Trando a BONE here..."
Realistically, if I am attempting to bioengineer a creature, bacterium, viral plague, whatever, I know the approximate levels of the ingredients I am combining and mutating to form my end product, and should be able to foster particular traits or cultures while culling or reducing other attributes through any number of biochemical and mechanical processes. In essence, I might not have control over the exact level of the pet, but I can tweak it up or down. A general "creature level" control so we could push it up or down in the experimentation process might be good, but without giving us the ability to "set CL to XX". Another factor added, perhaps, but somewhat believable.
Or at least more believable than fishing. *twitch*
