you are kidding right? that template will get whippedby nearly every one on one encounter if they guy sticks around until the end, which i doubt

You are NOT a loser - you are only new to the profession and of course you have questions.
A DNA template is made by a BioEngineer and I assume you are one or you'd not be asking this question. You will need a food/chem crafting tool. double click on it and you will see the things you can craft with it. One tab at the top will say genetics. Click that and then click on the recipe for the DNA template.
Now, you will see that the DNA template has 5 very confusing slots with different names. Into each of these you will put a DNA sample. You get a DNA sample by targeting a creature that you are within 15m of, and using the /sampleDNA command. Only BE's can sample DNA. So for your first animal, go out, sample dna from anything close to where you are. Get about 10 of them if you can.
Now go find a crafting station - you need a food/chem one. In order to see all the animals you will be able to make, you will need a private crafting station but for your first attempt, a public one will do. Stand by the station and double click it. Find your recipe for the Genetic Template again. Then fill the slots with the DNA you have sampled. Click on next, Click on experiment. You will have experimentation points that you can put into 'getting your sample back to where it was before'. We will go for the health bar this time so put your points into physique. You see the hardiness and fortitude values going up? That's increasing the health and armor of your final pet.
When you are done experimenting, click on done experimenting and create a prototype. Wait, then you will have a genetic template.
Now is the fun part - open up your crafting tool again. You will see a tab marked 'creatures'. Click it and choose a creature. Make sure you have some meat (creature food) and any flora (flora food) on hand and it doesn't matter what. Combine the genetic template and the meat and the flora together and voila you will have your animal.
Now the level of the animal depends on two things. First of all, there is a minimum level for each 'skin'. Second, it will depend on the power, hardiness and fortitude of the template with the power being the most important value. So your animal will be somewhat low in level (probably) if you are just sampling ... whatever ... to get it. You can make that same animal again at a higher level using a 'stronger' genetic template.
The values of the genetic template depend on the DNA you put into it. The values of the DNA you put into depend on the creature you used to sample and as a general rule of thumb: higher level = higher values.
There is a lot that I left out but hopefully that will help some.
