Yes, it should be working on command.
Am I the only person who has pets that don't do what they are supposed to on command? My pet specials are hit and miss at best, except for the crap ones like stun, that lands everytime since it has no effect on creatures, and dizzy land everytime, since that has no effect on creatures. The ones I really like such as posion, strong posion, work when they feel like it. I think we need a system message when an attack fails at least then we know the pet tried to do the attack.

It will work on 4 legged creatures, it just doesnt do much. They hop right back up without losing an attack - dizzy or not. The only time its really any use vs a creature is when it tries to run as its close to death. A succesful posture (cripple strike)down will stop it for a second.

You're not alone. I haven't had any creature command work on command. none, not at all, any of them, period. there have been times I think that they'll coincidentally fire off a special at the time I commanded them, but I'm not convinced they did it on MY command. I've been a CH from my first month of the release with many characters on many servers, Test and Live, and used many many MANY different types of pets, wild and BE. I've even been master BE and made my own with a variety of specials, and my conclusion is ALL specials are still random and co-incidental and will not work on command.

That's what I thought, I wish people would stop prentending that they work all the time and there is notthing wrong with the pet commands.

If you think its a problem with posture down, which does work on command but is borked against creatures, wait till you have hunted for a pet that has strong poison and strong disease eg Merek Deaths Head, you have to just let the pet decide when to roll out the hurt.
I can say for sure that I dont have problems with the more ordinary specials like blind, intimidate etc they work just fine on command, can be seen definately above the pets head directly corresponding to my commands. Additionaly the combat manouver que for pets is definately working, spammed sa1 and sa2 and watched the notifications continuing after I stopped typing.
It may be a good idea to double check the command on the pet to make sure that you are sending the correct text. Yes I know it sounds obvious but...........

well i think i can solve your problem with special woring:
enemies have different defenses vs different states being aplied so the good ones are hard to stick, so you have to do the special multimple times, pets do these specials with lighning speed so if you make a macro that just says something like:
/shout s1;
/shout s1;
/shout s1;
/shout s1;
/shout s1;
(where s1 is the command for special 1)
and hit that macro buttone a couple times maybe, you'll see the state aplied for sure
also stun is a great state against anything, it lowers their defense, slows their attack rounds and lowers their offense, at least i've noticed the difference personaly with sevorrts, hurrtons and quenkers.

The only specials that don't seem to be working on command are: Poison (mild, medium, strong), Disease (mild, medium, strong), and Knockdown. All other special attacks should be working every time you command it. I haven't been hearing anyone say anything different.
that seems to make sense, it's been like that for a very long time it seems, so I guess that gets lumped into the CU then? No chance for that to get patched in a upcoming publish, pet specials are about the only thing they are good for now. At least we need some sort of system message if the attack fails.

Funny, I seem to have great luck with my specials. Stun works on creatures too. I use it constantly. drops their damage output quite abit. Intimidate works fine. Dizzy/posture down not on animals thats noticable at least. Now my poison/disease BE pets dont work worth a damn on command but my "tamed" animals specials do work and quite well. Don't see why people say they dont. I can stun a creature and notice a dramatic drop in its damage to me, same with intimadate hmm...

Lol, you're shouting these commands? Has your pet put you on its /addignore list? I know I would after the second time you did this.
Have you tried the /tellpet command or does it not work in there?
