Sure it does. It doesn't encumber HAM, but it costs Force points from the pool (which is constantly growing but is constantly consumed by force powers). Like mind (most pvp'ers won't hit any other pool), force pool is unhealable.

Combat Medics can heal minds and also pre-nerf stimps and looted stimps can heal mind.
