While ive not really tried to get highest end BE tissues for a while, a friend of mine (who i bought tissues from for my tailoring, instead of making them myself) had +4/+19 melee tissues, and +19 entertainer tissues made, most others he had at +18 or +19 also, but also did a lower quality bunch on synth cloth tissues like around +14 / +15.

With him around i never had to make them myself

But i switched server since so i guess i best get back into practice
