Uhm, yeah if you're serious about pet stims, I am, as I was/am serious creating med's then you are working with others, macroing, and drumroll harvesting the galaxy for these reources. Believe it or not these advanced components for liquid suspension and bio componens are spread out over four planets. If you want the best meds you need the best resources in your meds. Just my 2 creds.

Can you use pet stim packs with no medic skill?

Yes, and they are on a seperate timer so you can use medic stims at the same time.
