Don't think scout effects your ability to catch fish... I was fishing with someone last night who didn't have any scouting abilities, and was catching more than me. The amount you harvest from each fish more than likely has to do with Creature Harvesting ability (forget which tree it is), and subsequently Rangers could probably be decent fishermen.

Quality of rod plays a big role.
This is based solely on resource quality, correct? I think I made an 8.0... but would like a better one. Who would be able to make me the best? Master Artisan?

Yep, Master Artisans (humans preferably because of their bonus) should be the ones to ask for a good fishing rod. I think Overall Quality is the stat that matters there, but need to check myself.

The fishing guide thing has been written up pretty nicely here:

As far as poles go, I see them on the bazaar all the time. Max value ones generally.
Also, Master Artisans don't actually get any experimentation bonuses as I recall, so any ole bloke who has engineering 4 can make the best poles.

That's "the" guide for fishing Arthur gave there - "power fishing" works a treat.
One thing to bear in mindif the numbers seem a bit low: the guide was written before the increase in fish and egg yield. These days you should be easily able to "power fish" enough fish in an hour for a crate of stim-D's
Oh, and for the "maximum pole" you need someone with both Engineering and Domestic Arts 4 - experimentation is split 50/50 across those 2 lines, although like the guide says, there seems to be only a marginal difference between a "good" and "average" pole (although I have seen a noticeable difference when using a really bad pole!).
