Not directly, but they can if they have Creature Handler skills as well, or if the level of the creature is < 10.

i'm MBE / Master Rifles / Scout 4040 and with my remaining SP ive decided to take up CH 0004 - which would enable me to name, basic train and mount pets. Pre-mounted cl10 pets is a good business, or at least it was back when banthas became a new mount.
