I'm frankly amazed that you got as close as you did, and I pity a CH who doesn't know a beautiful pet when he sees it. If your customer doesn't want that pet, I have no doubt you'll find someone else who does.
I would agree with what has been said so far - you can get the AR1 on an CL23 (you'll have to give up some resists), but you'll not be able to get damage on it, too, in my experience. Unfortunately this customer doesn't have any realistic expectations of what can be done. It's not really their fault - they've obviously never been a BE.
One of the first things I learned in doing custom pet orders is when someone asks you to do a seemingly impossible pet, ask them why they need it to be that way. Most customers just ask for the max in everything, without any real thought as to how they're going to use the pet. I ask customers to give me a baseline of Must-Haves for their application, then I'll add onas muchother stuff like damage or fewer vulnerabilities as the template can reasonably allow. I've learned the hard way also that while it *might* be possible to create some of the seemingly impossible designs, you'll spend so much time working on it that five other customers will slip by.

I have a few things to add. Im a BE on Chimaera who kindof specialises in making lvl 23 triplets.
In fact I have 2 lvl 68- 70 pets and the rest are all under lvl 25. (Would be up for selling a few if any MCHs are interested).
Anyway...
The best lvl 23 tank I have been able to make is as follows:
light armour
60 kinetic resist
all other resists vuln
10k health 8k action 6k mind
200 to 250 damage
and any 2 specials that I want
Mybest lvl 23 ranged hitter is:
no armour
60 kinetic resist
all other resists vuln
10k health 8k action 6k mind
400 to 450damage
and any 2 specials that I want +ranged
Both types of pet take at least 2 generations. Both are designed for PvE (obviously) against other creatures.
Both are great at causing stat changes.
The tank is designed to complement rifleman or other ranged templates.
The 2nd design will complement TKM or any other tank proffession.
This is the best I can do and I have had a lot of practice. Either choose light armour and sacrifice damage or choose max damage at the expense of armour. And as for having no vulnerabilities, thats just a joke. The ONLY way to get a useful pet this low a lvl is by having most resists vuln.

I dont know what went into this pet, I've linked it for you more as an encouragement. Its always nice to achieve the seemingly impossible.
