BEs can only make tissues to be used in clothing. A tailor would actually have to use the tissues and make an article of clothing in order for you to reap any benefits from it.

As for mind enhancement, there is currently no BE tissue in game for this. The closest you will get is Entertainment Healing tissues which will affect how well a Dancer/Musician will be able to heal your mind.

I don't specialize in tissues, so I could be wrong on a point or two above. Hope that helps a bit!?!?
