Stim D's require high quality fish meat and lots of it.
Stim C's require loads of Dath Insect meat.
Factories could be put to better use with the production of additives or tailor components. Back when I was a BE, I only had enough lots for 2 factories and there was a queue for addtives. I only made pet stims a few times but they flew off the shelves pretty damn quickly.
Besides it's hard making stim d (i never looked at the others) cuz it requires large amounts of fish meat which is a pain in the ass. Though I think that if you could fish a lot (PE/OQ needs to be high) one be on farstar would be happy to make some stim d
If I cant get the meats I need I can only make chef nutrients, its not a lack of desire, its a lack of supplies

I'm sure many CH's would gladly pay the price for C's and D's. You only need to heal your pet's when fighting really though opponents .... and those are the moments you really want to keep your pet alive, and not waist too much mind on it....
And the people that do fight these uber-opponents, usually make enough from the loot to be able to afford them.
because then it makes more sense for the CH to buy regular medical stim B's instead and just use pet trick for the mind bar.

On Bria and Wanderhome I'd say it's the opposite: we certainly have a pet stim glut. My vendors are stocked so full that I can't put anything more in them, and have many crates sitting in my factories waiting "their turn" to be put in the vendor, but sales are few and far between for pet stims. On Wanderhome I know of many places to get pet stims and they are all stocked well (I suspect they are having the same problem that I have no Bria). Finding pets is a much much much bigger problem.
As far as profit margins being low on pet stims?They're not that bad, certainly low by doctor and chef standards, but one of the higher margin items we sell (compare the margins on pet stims to the margins on chef tissues if you want to raise your blood pressure). For pet stims, using the standard charges x power/10 formula and assuming a really ordinary 30/1000 power stim-C, that equates to around:
(40cpu for meat + 5cpu for machine harvestables) * 3
which is a decent profit, even after taking out a good chunk of that for docs assuming you buy components from them.
Compare that to a 30k BSN which would be:
(40cpu for meat + 5 cpu for machine harvestable) * 1.1
(owch, now you know why I don't make chef tissues)

Ive only been able to get 1204/37 on my Stim C's....managed 1705/40 on some Stim D's once and wasted some base janta blood to make a 1748/27 Pet Stim D....but almost 1500 heal on Stim C? Congrats man, that's just impressive.

Yeah add that Insect with the recent ALU spawn of Corellian Carni meat, i had some nice oq 1000 wood, and found a small stack of ootiva Wild meat which was also 900+/900+/700+ and bingo+19/+19 biosensors, the insect meat was like Arthur said pretty much all in the 900+ range, with f/p of around 999. My other toon is also a doc, and had soe kick ass ingreidnts to make the advnaced components.
