Yes you make a new character, and you would have to open a slot with that character on test center (assuming you do not have the slot opened on a production server already). Test center works just like a live server does.

I here about this test server on forums, and it sounds interesting, is it only a chosen group of people able to go on the test server or can anyone go? if so, how?

This is the scoop.
Every so often a random galaxy server will be chosen to have their galaxy mirrored onto a new Test Center Server. In this galaxy, everything will be exactly the same from your mother galaxy except that the new galaxy will be able to experience the test patches before they go live.
Right now my galaxy (Bria) is the first galaxy chosen and it is really fun to try everything before it goes live. But it's had some problems as well like crashes and such, I still dont think it's online right now. But that's Bria for you.

lol at that....
Seriously though Test is a seperate server, and yes anyone can go on it.
Just go into your SWG directory (where ever you saved it to when you loaded the game) should default to /C: Programfiles/Star Wars Galaxies or whatever.
Inside you should see a SWG icon that says SWG Test, double click it, it'll launch the installer for the Test server and put a SWG test center icon on your desktop, use that icon, run a "full scan" from the launchpad, then you can log onto the test. Unlike live you can have 3 characters on the test server. Also can supposedly copy your main toon to test but I don't know if that's working or not yet, or if it is, if it's working right.
But anyway, that's how you do it. Basically same as live servers, they just get the new content before us since it is a "test" place. I just go there to get a sneak peak at the stuff I like. Like I did a few tests on the vehicles and mounts when they were first there, so it's cool to get the first feel of how that stuff is gonna be.

I've heard your main toon can be copied over, but its one way so I advise you just make new characters on Test Center.

Currently you can not copy to Test Center.
There is a Test Center 2 project that has a copy of Bria only at the moment.
Visit the TC forum for more detailed info and questions. Thx.
They can use more players on TC so come on over anytime.
