Hello! I am sure I know the answer to this, butI am going to be doing some surveying for some people and I want to make sure I am not giving them bad information.

I want to make sure that, when arriving on a given planet, if you open a survey tool right there in the starport, it will automatically show you what resources are available on the entireplanet at that time. This seems pretty obvious, and has been my experience, but i don't want to make the mistake of assuming...(maybe there is some sort of out-of-range thing...which would be really bad ! heheh)

So you immediately know if the resource you want is even on the planet...then you just have to sample to get the quality for the entire planet and finally survey to find a high% source.

Need to be certain on this so that if somebody just wants me to tell them whether it is on the planet, i can do it quickly...then decide if the quality and percentages are up to par...

Yes it does tell you what's on the planet. But of course sometimes you have to run and find it to actually sample it.
