What are the best resources for creating weapon power-ups that a novice artisan can build? Who is selling these resources?

Resources vary by server. You need high overall quality Metal and Chemical. Ask on your server forum as to who sells them.

Just a little correction, it actually doesn't even have to be metal, it can be anything that you find with a mineral survey tool, gemstones, ore, anything.

yeah don't bother with an average OQ of below 900, and don't bother making them untill you have Engineering 4, Domestic arts 4 (or 3 and you're human)
