I am moving from Tatooine to Naboo and don't know of any good spots for resources. Iwas wondering if anyone can reccomend some good spots for harvestors or sampling. I am looking for some good metal, low grade or and fiberplast spots.

Well, I'm not sure how prevalent this is, but the NPC herald in Kaadara who gives (gave? Not sure if he still does after the POI datapad addition) the location of the Narglatch cave in SE naboo (N of Moenia, IIRC) says that the location is "rich in resources". The one time I found a 60%+ spot of ore was around there.
Of course, it's mostly swampy water with the occasional island, so placing a harvester will be a bit difficult.
Other than that, I'm not sure whether resources stick to any one "hotspot" from shift to shift.

Is the resource shift part of the next patch and how often does it shift?

Resource shifts happen all the time and have been going on since the begining of the game. Resources usually last roughly a week before they go away and you have to find different resources.

Locations of ore bodies is a lucrative business, so you can't just ask for locations. There are a number of prospectors/surveyors whom you can pay to go out and find waypoints for your harvesters.
Resources shift at irregular intervals. They can sometimes last for 20 to 30 days, and other times can be gone in 4 days. They also can show up on some planets, and not on others.
swgcraft.com is an excellent place to get information about which planets a resource is located on, and how long it has been since it spawned there.
