Do factories, and harvesters for that matter,drain the maintenance poolwhen not in use? I've only used my factory once, and never really paid attention to the harvesters before.

Yes. Maintenance poolalways get used up, whether the factory/harvester is on or off. Power doesn't get used up if it's off.
