I had a friend who could do that once, but I don't see anyone do that anymore.

I believe in a patch they took that ability away from players. But you can still do it on signs tho

You can do it on signs, for backpacks, in emails. You just have to know the color code. (html)

I don't believe this skill was specific to artisans. It still works in chat tabs other than spatial.

You can no longer color any item you make. They took that out several months ago.

Color coding text can really help out in the game. I found it extremely annoying when spammers used it in spatial (mostly because you couldn't read it), so I'm glad they did away with that. You can still color code any item you make, though, as well as waypoints, signs, and anything else you can use /name on. I'm not sure if vendors can use color code.
To use color code, you have to find the 6-digit hexidecimal code for that color, which is used in html. Put the pound sign (#) in front of the number, and surround the code by two /'s and put this in front of the text.
Also, if you want more than one line, just type what you want in notepad (/notepad) with the returns you want, then copy and paste it into the /name window. It makes it much easier to read for passers by.
