Secondaries don't go below 1. Ever.
Check it for yourself, get buffed, put on a full composite armour suit (if you can't already wear one unbuffed, of course), and then check when the buff runs out. You'll have extra modifiers left because of the armour.
Same thing look at poison and disease. Disease doesn't even take away buffed stats, only original stats.
Getting something below 1 seems to be totally impossible. But I'll see if I can test it with a master swordsman (they have a nice mind wound hit)

I've run tests with my guild's base defenders. DXR-6bs with wound heavy scope components and wound powerups bringing the wound to a DXR-6b to 93%. Results were strange.
We duelled, I used the rifle. Everytime I hit him with headshot3 his mind based secondaries took big hits. I'm talking like 30-40 wounds. Now, when you're talking about an extended base attack/defense, being able to stack on mind based wounds like that is an effective way to control the situation, as you have to get that taken care of via an entertainer. Plus, BF is a direct function of wound application, so he accrued BF fast as well.
However, anytime a secondary pool got wounded over 100, he took REVERSE wounds. That is, "You have sustained -38 wounds!". It was consistent - drop below 100, and normal rates, above 100, he effectively gets healed. It's almost like they don't want player wounds to be that high save by a fire attack. Or it's a bug.
If not for this oddity I'd say that it has a very good purpose for an extended combat. As it stands, not really, though BF stacking isn't that bad a way to control a base attack situation.
