I have gotten a few survey tapes thinking it would help in surveying regarding the distance, so now I have a +15 total more to survey but notice no difference has anyone tested exactly what bumping up survey with SEA's will do?

At some point, a high enough "Survey" skill allows you to increase the tool range to something like 320m, 6x6. I saw this with the +20 Force surveying when I was playing around with the FS skills on Test Center 2.
You can check whether the SEAs let you increase the tool's range, if not the only benefit you're probably getting is improved results when sampling.

From what I heard in the past. They do nothing. They can't increase your surveying beyond the current max of survey IV. They do however allow you to sacrifice Survey IV and wear the attachment to get the bonus giving you 5 free skill points to put elsewhere. That's how I understand it anyhow.

Theoretically you might be able to get it high enough to increase the range. Nov artisan gives you +20 and the ability to survey. From there it alternates between results and range:
survey I, +results
survey II, +range
survey III, +results
survey IV, +range
This brings you to 100 survey points at survey IV. In theory the next step (at 120 or 110 which ever is the catalyst for going to the next stage) would give you increased results, and a further bonus (130 - 140 maybe) would give you further range.
This is assuming that the 125 cap does not affect crafting but just defences. If the cap is for all skills, I doubt an increased range is possible without some kind of special circumstances, possibly FS
