I always put Wind Energy in my Harvesters or Factories.
A few days ago, I went to my harvestor, but I forgot to buy some Wind on me, the harvester barely had enough wind left (2 hours left), but I got lazy so I just took my ressources and left it. If it was going to stop, then too bad.
I came back there 2 days later to finally reclaim the deed... what the hell? It's still running... it ran 2 days without any Wind Energy!?!?! It was running with just the maintenance fee. Just to do the test, I drop 1000 Wind Energy inside... the maintenance fee did not decrease or increase. It stayed the same. So did the survey rate.
What's going on? Does this mean I can run all my Harvesters WITHOUT Wind Energy or any Energy whatsoever???

I always thought that the energy listed on the harvester is the reserve energy. I believe the energy required to run the harvesters has a pool you don't get to see. I"ve had harvesters seemingly running on nothing before as well, and that is why I came to that conclusion.

Oh, and I would suggest radioactive. a high PE will yield a 2:1 yield. So 100k of radioactive will be 200k of energy when placed.

however a 2:1 ratio is VERY rare. That means the PE has to be 1000. For all PE's over 500, you divide it by 500 and that is the amount of energy you will have per 1 unit. So if the PE is 750, 750/500 is 1.5, thus 10k units would show up as 15k units. The highest I have seen is 939.

Potential Energy (PE) is the measure of how much energy you get from the resource.
Anything with a PE of less than 500 will give you 1 unit of energy for 1 unit of resource.
Anything will a PE of 500 or greater will give you more. If you divide the PE by 500, this is the multiplier for the amount of energy you get.
So, if you have 10k of radioactives with a PE of 750, this will give you 15k of energy (750/500 = 1.5, 1.5 * 10k = 15k).
Under normal circumstances all Solar and Wind energy has PE's under 500, and all radioactives have PE's of over 500, so normally Radioactives are your best buy.
Now, to your harvestor... There is a bit of a known issue with harvestor's stopping, but the animation of the Operate Machinery window not updating. The easiest way to see if this is the case is to look at the Status window. If the power in the Status is 0, then your harvestor isn't doing anything.
Be aware that power of 0 doesn't actually damage or destroy the harvestor in any way. Only if the Maintenance gets to 0 (sort of) will that happen. If the harvestor can't take it's next lot of maintenance out of the pool (because the pool doesn't have enough) the harvestor will will stop running, it will degrade, and it's conditionwill drop. When the condition of the harvestor is zero or less, the harvestor explodes, and there is no more harvestor.

I have 902 PE radioactive in my storage house and it yields a 2:1 ratio. It need not be 1000, 900+ is enough. Come to think of it, I believe my 800+ works on a 2:1 ratio as well. I'm not completely sure on that one.
