Get to Merchant 3/x/x/x, then there's an option on the Merchant radial to Register. Advertising 3 in Merchant is where that skill comes from.

I wouldn't bother though.
Planetary registration is broke and the Devs don't seem to interested in fixing it.
You're vendor is only registered when they are visted for the first time.
So every morning after the server reboots and comes back up, you need to go visit your vendor, otherwise they will not show up on the map until someone does. Not such a big deal if you have a vendor in a popular town and lots of visitors come by often.
But if you have a vendor in an out of the way place and think that registering them is going to bring you traffic well......not until they fix this bug it won't.
FIX THIS BUG DEVS!!! WE WANT TO MAKE MONEY!!!!

hmm i have not seen this bug at all so it must not be a universal one.
i log on sometimes just at server restart and i can see my own vendors up on the map without looking at them first. when i first start a vendor if it does anything weird at all, i scrap it and get a new one so maybe that has saved me from it.
sorry thats happening to you but having my vendors on the planetary map and being in a good location makes a huge difference in sales as far as i can tell. it is well worht the skill points lost to get that far in merchant from my experience.

Vendors load the first time anyone walks near enough for the system to realise they are there. Once that happens, the registration works as intended.
This happens because the system doesn't load anything until it is needed, in an effort to reduce the load. It has been stated that this will be fixed at a later date by making all vendors with registration load automatically after a reboot, but it's a low priority.
So, if you log on and see your vendor already there, it's because someone else walked past the vendor already, or you are logging into the system close enough to the vendor for the system to load it.
That said, registering on the planetary map is worth it, as long as you are in a reasonably heavily travelled section (so the vendor loads pretty early in the cycle) or you make sure that you visit the vendor every day shortly after reboot.

Registering IS worth it - give me a break. You'll do well if you register.
More important suggestion though - name your vendors clearly so people know what its selling. Makes it more advantages when they look at all the vendors listed on the map.
