In addition to the current Auction system I was thinking it would be nice to have an additional Reverce auction system.

What's a Reverse Auction you ask?

It's simple, instead of a Scout Putting up 100 Hide to sell, the artisen sets up an "order" of 100 Hide for a price they set. For example, I want 100 hide and I am willing to play 400 Credits for it. So I go to the bazaar and place my order. Then a Scout sees that and either a) has the option of using the normal system or b) just accepts my order and sells the materials to me at that price.

Of course I know of 2 problems to this system:

1) Quality Control. We have no way to know the quality of what we are buying.

2) How is the money deducted for sale? Does the Buyer have to front the money to the system upfront?

Any thoughts? Ideas?

Actually what you want is Business III, a house, and a vendor. Even if you are not selling anything vendors are pretty useful because your suppliers can drop of items on your vendor and offer them for sale even when you are offline.

At your liesure, you can look at what they have, the quality, and price and buy what you want.
