When you sample resources (Artisan skill), you get Surveying XP . . . A LOT of XP, since you need lots of resources. Hope this helps!
The answer to your questions is yes, there is use for it. Now, you can't spend the point to gain more skill, but here's what you can do.
Wait until you have 20k xp, find a friend who need apprentiship exp and has Survey IV, surrender your Surveying IV skill and have him teach it back to you for the 50 xp. Have him to the same. Repeat.
There you go. It's not much, but it does help.

Make a bunch of crafting tools and sell em cheap to newbie artisans or other people who just picked up the profession as an extra profession. Then, everytime they make something with your tool, you get XP!
It works, believe me, I am almost a Master because of it, and it frees me up to go messing aorund with other stuff like making things I want to make, not justthings to get my XP up.
I agree. Survey tools and weapons do that same. I have no issues with hanging out in front of the space port and setting a noob up with the basics in the way of cheap gear.
