I am not an artisan, by any means! However, I have a question for those who are. I have 0 artisan skill, not even novice...can I still place a vendor? If so...could someone tell me how i go about doing so...PLEASE!!!

No you can't.

To place a vendor, you need Novice Artisan, and at least Business III.

Correct. And incase you were wondering, you need Artisan Buisness 4, then Merchant Advertising 3 to have the merchant show on the map. Plus, unless you want to go higher in Merchant skills, your choices of what vendor-types you can place (NPC races, Droids, Terminals) will be extremely limited.
