My friends and I use huge numbers of +32% Speed +16% Min Damage ranged weapon powerups. We each buy half a dozen cases atone time. Sometimes the vendor we frequent is sold out when we get there, so we can't be the only ones that use them.

I make 4.. 2 each for melee and ranged.

ranged 33% Speed + 16% range or damage - for grinding
ranged 33% Max dmg + 16% Min dmg
Melee 33% Mind cost + 16% speed - for grinding
Melee 33% Mind cost + 16% Max dmg

Dont listen to that no good artisan "survivalist", she claimed i couldnt sell mind/speed PU's.

She was semi-right though, even though mind/xx does sell, its tons easier to focus on:

ranged:
speed/min damage (grip)
max damage/min damage (muzzle)

melee:
mind/max damage
mind/speed

I used to make up to 4 flavors of ranged PU's, but i realized that what really only matters is the 2 dps's: "Damage per Second" and "Damage per Shot".

Reducing mind cost is all well and good, but hitting for more damage while using a bit more mind and doing more damage per second at the same time is much more important.
And for all the professions that arent speedcapped (carbines and non master rifles and pistoleers with a geo pistol) speed PU's are extremely usefull to fire more state applying shots.
As for ranged PU's, once you get above marksman missing becomes rarer and rarer and its certainly not useful for a master.

I guess taking 'speed/min damage' over 'min damage/speed' is a personal choice for me, but my theory is that anyone interested in speed would be more interested in a 33% boost over a 16% one or they would simply have bought the 'max/min damage' PU.
