I hear people selling 20 or 40 lots on server x for 20 or 40 lots on server y. At what point does you ability to use onlu 10 lots increase? Is that a hidden value in the survery line or something?

They are people with multiple acounts. Two or four accounts = 20 or 40 lots per server...

Lots don't increase. You have 10 to begin with and that's all you're ever gonna have. Those people that you see advertising are lot swapping. they are creating toons on other servers and trading those lots away for lots on their server.

I was under the impression you went from 10 to 20 lots as soon as you make Padawan and open your second character....please tell me this is accurate.

Each character on a server gets 10 lots. Padawan unlocks a second character slot on the server you unlock on, giving you the ability to have 2 characters on one server, each with 10 lots. Multiple accounts can also be used for multi-characters on the same server.

other way if you have friend not using lots he puts lots down, then makes you admin on the harvester etc then you have full use and not using up any more lots of your own.
