Does tool quality make a difference and if so what kind?

Until now I have been making a whole set of tools for myself and then destroying them if i run out of space and making a new set if I needed them. (Kind of like a virus, so long as you have one you can cause them to multiply )

But I was thinking since this game is totally based on experimentation and what not, it might actually be worth while to spend the time making a set of 'perfect' tools and keeping them.

Question is, what would that accomplish?

Does it make criticals less often?

Does it make the quality of the item higher?

Anything else?

Artisan minds wanna know...

(Now that I have master artisan and dont need the xp it might make sense for me to make a crate of each tool at high quality and give them as presents to friends.)

As far as i found on it. It makes it worse, which is very odd. It does the opposite of what is should do. all the extra options just ends up making the final item a piece of junk. I have more failures and lower stats with a supposably higher quality tool. So, unfortunatly, it is all broken and is not worth the work except for xp.
