What skill level do you have to achive to be able to create vehicles?

Eg. Engineering III is needed to make Harvesters

Yea, originally it was going to be ENG IV, but it's so easy to grind up to Eng.IV the devs put it in Master.

I am almost at master now so not long to wait.
