I'm setting up my first Fusion Generator and I'm wondering how important PE/OQ are to the radioactive resource if I'm going to use it to power my other harvesters? Thanks for the help.

OQ is meaningless as far as using radioactive for power. The higher the PE is, though, the more actual units you will have when you get ready to use it as power. One way to see how it works is to put some radioactive with low PE in your pack, and then use radial menu as if you would be adding power to a harvester. Note how many units of power you can add to the harvester. Then, switch the low PE rad with the same number of units of high PE rad, and use the radial menu on your harvester. You should see a higher amount of units that can be added as power.
There is a formula for determining the difference, you could look it up. If choosing between two rad ores, and all else being equal, always choose the one with the highest PE to dig up.

If you're selling for power, ignore OQ. PE determines the "power units" of the radioactive:
Power Units = PE / 500
If PU ends up less than 1, it becomes 1.
The PU determines what shows up in the dialog box when you add power to a factory or harvester. So if you have 1000 units of 800 PE radioactive in your inventory, the dialog will show: 1000 * (800 / 500) = 1600 units available to add.
OQ does come into play for the schematics that require radioactive resources. For example, combat medic disease delivery units require radioactive resources, and the OQ contributes to the range/power/uses of the component.
