Yep, bug. Check the Merchant board, there's a sticky thread there about a workaround that seems mostly successful.

i tried 12 times this mornign placing a vendor around my house even in the middle of house! i drop vendor, i initialise it, pay maintenance, check status ansd it says everyting is working, yet when i try using it it says Vendor not initilised!!! thats the first thing i did everytimes... arrrgg help!
