Fishing rods, like most things, can be experimented on.
My question is this: What does experimentation do for a fishing rod? Does it help you catch more fish or something?

Yes
If you read the fishing guide in the game guide forum there does seem to be a corrolation between the quality of the rod and the amount of fish caught
