Do you still have to pay maintenance costs for harvesters when they are turned off?

i think you do... as an experiment i created a moisture vaporator and never turned it on. it's condition is slowly decreasing. maybe not as slowly as one that is in use, but i'm not certain of that. it's been around for a whole (real-life) day though.
