Hey i have guildy thats a master armorsmith, i happen to have engineering 4, if he were to supply me wiht the segments, might i accualy get some decent bone armor ? (over 4k stats) i havent tested yet but i would just liek to know if any1 had .

I'm guessing (and this is just a crazy, wild guess) that no matter how good the segments he gives you are that he would make infinitely better bone armor than you can.

especially since bone armor is under armorsmith, not artisan if I recall {this was changed at CU}

This is true. Bone armor (or any armor, for that matter) is no longer an Artisan item. All armors are collected under Armorsmith.
