Well, my guess would be an architect trainer. 
Every profession has it's own NPC trainers, and it's true that PCs cannot train the novice boxes. You can find a list of known trainers here:

That's just trainers in the established NPC cities, PC city mayors can also place trainers, but that's going to be galaxy-specific.
novice skill you need training from the npctrainer in that novice skill. no player can do that. you can get the rest but not novice.
if you need architect. first get enough xp for novice architect box, click box and it says what you need. then you must find an architect trainer.
there are one in one of the guild halls in eisley.
I hated grinding the surveying xp... looking back, I don't know how I managed to survive without going insane!
Of course some people have said I didn't 
Maybe I'm the one that trained you in Master Artisan if you're on chimera and the training was in Eisley.
I told you that you need an architect trainer but you need the exp as well. It's a lot of exp but you can grind it with vehicles or wind generators, just make sure to have all the resources.
The training by the architect trainer will cost 5k
