Your ability to put a harvester down depends on the terrain mostly as you need a fairly flat area to put one down, no need to worry about trees or small rocks though as you magically disintegrate them as your putting it down. Also you can't put one down within player city bounaries unless you've been given zoning rights and there is also a 1500-2000 meter area around npc cities where you can't build either. It's less in certain directions from certain cities but I'm not sure exactly which ones. Oh and also make sure you're using a fusion generator, you can also use a mineral harvester but why use one where you can to supply it with power when you're trying to harvest power.

Hope that answers any possible question you might have about it. If not feel free to ask any other questions about it, I was a radioactive supplier for quite awhile on Chimaera so got pretty familiar with how it worked and all.

Thanks dude, will try later, another question, what difference does the '%' make when suveying? does it effect the quality of the resource or the rate it is gathered or something?

It affects the rate at which it's gathered as the quality part is already set in stone so to speak once the software generates it and puts it in shift, to give the simplest example if you put a BER(Base Extraction Rate)14 Fusionon a 50% spot then that's the same thing as a BER 7 on a 100%, either way you'll only get 7 a minute. To find out exactly how many you'll harvest perhour use this formula, BER*60*% that you put the harvester on, to find out how much per day use 1440 instead of 60 in the formula.
