i just crafted a deed for a personal mineral extractor and i was wondering how u would use them. when i try to, it says "you cannot complete this action in your current state."

Stand still for a minute or two and try it again. It takes a surprisingly long time from when you stop to when the server thinks your character is no longer running.
Running is the state you cannot perform the operation from, btw, in case you were curious.
In general, stand still, outside of city limits (unless you have zoning rights in a player city) in reasonably flat ground away from lairs of any sort. Open your inventory and double click the deed. You should be taken to an overhead view which will show the ground. In this view, your mouse will control a 'footprint' of the harvester. When the footprint is green, you can drop it.

Something that will speed up the process when you're trying to find a location is to put the deed in your toolbar.
This keeps your field of view intact since you don't need your inventory window open and you don't have to double-click the deed. It seems minor but it's SO much more convenient, especially when you're trying to plant a bunch of harvesters.
Also, just keep clicking it until the server has decided that you've stopped running, even though you clearly stopped a few seconds ago.

ok well im an artisan and well it says i should have a deed for a micro flora farm,mineral extractor,and an air generator.
well the thig is i have the air generator deed but not the others

You need to be standing near a crafting station to make some items.
