This may be a stupid question, but here goes...

after the last patch, they've implemented decay, which can be decreased by purchasing insurance for those items. My question is, can this decay be repaired?

For example:

For example:

I have a Scout jacket that is down to 60% Can this be repaired, or do i buy a new jacket when this one turns to dust?

Yes, You can repair clothing with clothing repair tools. They can be made by artisans. Repairing stuff does decrease the condition and soemtimes the stats from what I have read.
