Looking for a vendor that sells Vehicle Repair Kits. If anyone has/knows of one, please let me know. thanks

Your best bet would be to use the bazaar's "Vender search" tab to try to find them. I'm not sure off-hand where the repair kits get sorted to in the item list (although it's probably under "Misc" with 90% of the other stuff in-game), maybe someone else here has that info.
Also, not every artisan plays on your galaxy, so a vendor on Chilastra won't help your character on Bria (or whatever, since you didn't mention which one you're on). You can try searching through your galaxy's trade forum for artisans advertising these kits, or post a "willing to buy" there.
