I must be bugged, I checked my MA/MT/SW and didn't see the option to make the new MA repair kits.

It's not bugged... it's in the Generic tool. So no experimenting, and no factory schematics.
Well, I suppose that's a bug by itself though.

FWIW quality and experimenting don't do anything other than marginally increase the number of 'repair points' the tool will do. I'm Master Artisan and totally newb Novice Shipwright. With my one point of experimentation that usually fails, I still make kits that repair 7500 points of damage. (good for lots of repairing).
On the rair occasions that I've got 'Great Success' both on the creating and the experimenting it has only made a couple 100 points difference in the number of points of total repairs available in the kit.
I do not think there is any reason to use quality ingredients or to really bother w/ experimentation unless you had 7+ points!
Incidentally it is very much cheaper to make these yourself and repair your own ship than to use the Space Station. It is a pain to keep that many slots used up in your inventory, but that's what droid storage compartments are for.
Now if someone is brilliant w/ the macros, how 'bout a macro for calling the droid, (w/ the repair tools in a taskbar) repairing the ship!!! Can it be done?

It is a bug that the repair kit is on the generic tool.
Expect to see it moved to the Ship crafting tool soon. This will, of course, allow you to experiment it.
I heard back from the devs about this.
